These “old” government buildings, including Post Offices and Hospitals were beautifully decorated which gave them character. They leave a lot of modern architecture for dead.

Oh yes. The grand staircases in particular. So what if they use whopping amounts of space, they just say ‘elegance’.

That could well be. Maybe it was the fashionable thing of the day, although I haven’t found other evidence of it so far. An art quest for me, as I tour Australia.
